| Published: 13 Aug 2009 A STARVING dog was tied up in a bin bag and left to die after being abandoned.Now an appeal has been launched to trace the fiend who dumped the female lurcher like a piece of rubbish. The emaciated pooch was found by council workers as they cleared bushes near a roundabout in Dumfries. Scottish SPCA Inspector Janet Proudlock said: "She is one very lucky dog to have survived what must have been a terrifying ordeal. "When I first saw her she was on a drip and flat out. "After some food she was able to lift her head and even attempted to wag her tail. "She's alive but incredibly emaciated and weak. "We don't know how long she had been lying there for. "But she could have died had it not been for the coincidence the council workers happened to be clearing the bushes on that roundabout." The SSPCA has appealed for information to catch the brute who dumped the dog. Anyone convicted of causing it unnecessary suffering could face six months in prison, a £5,000 fine - or both. irinanelson@the-sun.co.uk Emaciated ... the female lurcher is recovering after her ordeal
